I have seen discussed elsewhere (and I don’t have the link handy or I would provide - this was a few days ago) the rates on which they prosecute cases like these and it is not high. But the toolkit does allow for appropriate action even if they cannot prosecute for murder.
There must be precedent from the civil rights era where Federal action was the only recourse in the face of totally corrupt/compromised state and local officials.
