Extended El Nino are associated with increased rainfall in our part of the world, so yes, it is probably reasonable to expect heavy precip here in Cal this year.

What about snow fall for the Mid-Atlantic? I heard it causes increased amounts?
/I always confuse El Nino and La Nina. :/
