Pepe was created by a Hispanic Artist - it was them turned into a meme on all the crap sites of Redit, 4chan etc - and the white supremacists on those sites co-opted it and changed it, made it their own, and then it just kind of stuck with those fools (as I remember seeing it happen when I was lurking on the internet - I am everywhere).
