Then perhaps we might consider closing the loopholes, doing away with the various deductions and credits, and getting everybody paying the actual tax rate before we start discussing how high taxes should be?

I have heard (I have nothing to back this up at this time) that the higher the tax rates go, the more loopholes there are.
