They have today, they did yesterday. The difference is that the GOP interpreted his statement yesterday as some sort of crack between him and Congressional Dems, one they could drive a wedge into by saying “Well, he said he’d raise it temporarily.” But he made it clear that the shutdown has to end as well as the debt ceiling increased, anything less is a non-starter.

And the reality is, there’s a substantial faction in the House GOP that would prefer to keep some aspects of the government permanently shut down. Hence the push for partial funding measures. They think the shutdown is a good thing because the “essential” stuff is still happening.
