It can be done by governments and private organizations or by individuals who engage in self-censorship.

Having Youtube as a “media outlet” censoring the video would be pointless because it’s already widely available elsewhere on the web and being brodcast on Egytian TV. Why bother with youtube? It’s pointless. Even if the video were to be magically erased from history the effect would be as minimal as earasing The Satanic Verses, Ayaan Hirsi Ali, Fitna, the Danish Cartoons, etc. The end result in reduction of violence would be negligible at best.
