The firearm dealers would probably need to get some local ordinances and/or laws changed in order to successfully execute this-it may not be worth the hassle for the dealers to participate.

If these gun buybacks are ‘no questions asked’ there is the risk that they could be destroying evidence-but I suspect that would be extremely small.

They really should fire them at the gun lab and see if the bullets or serial numbers can shed any light.
