I would stop when Hamas presented an amended charter publicly stating Israel’s right to exist.

It would have to be voted on and passed by a majority of the entire Hamas Council.

If I could figure out where the vote was taking place, there would be several leadership changes before a document was produced.

It should be a precondition to any talks.
