Let’s see; according to the article a man acting strangely and found to have been on drugs (which in prescribed amounts should not cause obvious impairment), was carrying TWO handguns in a public place with no danger to himself, and reaches for them when approached by police.

All this is excused because he was a veteran and had at some time in the past been given a carry permit?
