Watch for the Russian delegation to make its own proposal - but for now, they get to give Assad space to operate once again. That has always been one of their considerations.

As I’ve noted above, there are real issues with how Russia/US/UN is going to get control over the Syrian stockpile. This is one of the more difficult things the UN has ever had to deal with particularly with an ongoing civil war where either/both sides could conceivably use these weapons against the other and reliable reports indicate that Assad’s forces have already used them.
