Well Paul Ryan lost all credibility when he voted for a lot of those Bush items. He claims now to have done so ruefully but I call bullshit on that. Sorry, Paul, fiscal conservatism just isn’t opposing social spending. It also includes including tax cuts for the sake of tax cuts and wasteful defense seasoning.
