It’s the block grant funding. Sure Arizona loses a ton in Medicaid funding, but it gets the freedom to spend what it doesn’t on things only loosely related to medical care. That means more tax cuts.

Exactly, which means this is the GOP using the framework of the ACA to give their buddies bad home a shit-ton of money to use to spackle over huge gaps in their tax-starved budgets.
