If you’re talking about artillery warheads, the rebels might not know they’ve got their hands on them, particularly if they don’t know what the Syrian markings for a chemical warhead looks like. It doesn’t have to be “proper” use and handling for them to fire off rounds thinking they’re high explosive and it turns out to be CW.
