Is that how you get the situations where somebody is shot by a large group of cops, something like 45 times. After the first shot, adrenaline, reflex, self preservation kicks in? I could easily see how that could be the case.

Yes, that’s part of how it happened when Amadou Diallo was killed. It is sometimes called ‘Contagious Shooting’.
