Literally taken, he is not advising people to inject disinfectant.

But there is no way to interpret what he did say, literally, as anything but unhinged ramblings…

LITERALLY he is ordering the medical community to find a method to inject disinfectant or UV light into the body, meaning he thinks it is possible to do that.
