Unless the guy is a career criminal with the forethought to have a a fake license plate they’ll get him. he won’t make it far.

What possibility there is a claim made that the car had been stolen earlier that day and the owner had not gotten around to reporting that to the police yet? People are stupid and will go to fairly incredible ends in attempting to avoid consequences.
