He’s got no leverage to keep the extremists in line. Unless he’s going to jettison the Hastert rule entirely and get a budget deal done with the Democrats on the way out.

If he attempts to go that route, the rebellion by the GOP caucus might make an already bad situation even worse - forcing him out even before his own self-imposed exile.
