That’s correct. So, we shouldn’t be talking about this because it’s just a proposal and not the real bill, so it’s a moot point, but if we don’t talk about it (as per Onbama’s instructions), then everything that is in the proposal will become the bill and then it will be too late to talk about it because the moot proposals will actually be law, and then it will take some sort of constitutional convention to change… my head hurts.
