Police don’t fire “warning shots” in residential areas, except in the movies.
Like I said, it’s a good inference. Police shouldn’t fire in residential areas unless it’s absolutely necessary, because bullets don’t just disappear if they miss. They have to go somewhere. But the quote itself doesn’t have the word “at” in it. If I were the reporter, I would have tried to nail that down. NYT reporters are not rookies. That it’s not in the article suggests to me that the reporter did not get an answer to that question.
