That’s not how this works.

People are getting less back and the withholding changes meant that the refunds they were expecting aren’t going to show. People are paying more in tax because of the tax scam and the way deductions are computed - it was a shell game and it was identified before the TCJA was enacted. It was identified that it would result in harms to the middle class due to the way the GOP limited deductions all while they protected tax breaks for millionaires (like the deal for aircraft costs/expenses). Millionaires got lower tax rates, but the middle class got their deductions and credits limited.
