Threats online are not allowed, nor threats against the President of federal employees. That is (rightly so) clear examples of restricted speech. A felon may write the goverment, email, even cajole and help a campaign. That’s a lot of communication options. And only a partial list
A vote is not a threat. The closest thing it resembles is a petition of the government, which, if I understand the ability to file claims, you don’t lose while you’re in jail.
