the payments were expenditures BY the dnc and clinton campaigns. on their books.

trump/cohen payments to daniels (et al?) were in-kind contributions because they were paid on behalf of the trump campaign and NOT by the trump campaign. AND THEN NOT REPORTED TO THE CAMPAIGN AND/OR FEC

And he’s got to get the word “phony” in there: “the phony Steele dossier”. Please explain what was “phony” about it, Rudy.
