How exactly can there still be a stay after the ruling that came down? I haven’t been able to understand that.

He had issued a stay pending the filing of appeals and additional legal paperwork after his ruling. Now he decides whether they can go ahead with the marriages while the appeals go forward or if they need to be held off while the appeals are pending.

I know what my money is on.
