In their minds, SCOTUS was only supposed to serve as a suggestion. That if the nine wise souls ruled against a law, Congress could override them to enforce the “will of the people.”

Once it passes the legislature, it is indeed law. Yet it remains unenforceable until it clears the rules committee (at least in Illinois, IIRC). They are the ones that set in motion the process that lets Law Enforcement et al, know how and when they can actually make an arrest.
