The problem is that they did want, desperately, an excuse to cause a war in Iraq. 14 years ago they got that excuse. In that sense, yes “they wanted it” much as Nixon and Kissinger “wanted” the coup in Chile that would claim the lives of as many as 30,000 Chilean citizens for the crimes like union membership or writing the wrong things.

That was 42 years ago today as well but it gets forgotten, to the right wing’s joy, in the fetishization of 2001.
