I forget the exact early P&F theory, but it was something along the lines of certain physical structures holding components close enough together that even EM could allow them to tunnel to the lower nuclear energy state, eg fuse.

I agree, it seems increasingly unlikely that this lovely scenario turns out to be how things actually are.
