It never would have worked. Arafat got too much street cred as a rebel, leading a terrorist campaign with the end goal of wiping out Israel and pushing the Jews into the sea. Accepting the deal would have meant becoming a leader, trying to get his former colleagues under control, and hammering together disparate peoples into a unified nation under the watchful eye of the world. He’d have either ended up assassinated, deposed, or would have brought the whole thing crashing down within a decade if not a year.
