Personally, I would try to focus more on trying to aid moderates in the Caucasus secede. People like the Chechens, Dagestanis, and others have been persecuted for too long.

Force Russia to have to defend many different areas at one time. With the Demographics swinging against the Ethnic Russian Majority in Russia, Russia would bend or break at some point.
