The very first image we saw was the Soros bomb laying on a table outside the envelope and in a complete state.
How did they get it out of the envelope if the envelope was the trigger mechanism.

Seriously, what’s the difference? If, perhaps, the things had been “fake” to begin with (i.e., a piece of PVC pipe full of cornstarch with some wires and a clockboard taped on for show), it’s one thing: but AFA we know, these bombs were - however poorly-made - potentially functional, so still terrorism.
The “but they didn’t work!” dodge is BS, IMO: A sniper on a roof with a rifle who pots away at a crowd shouldn’t get off by claiming he “didn’t aim at anyone on purpose” *, a would-be bomber should get the same (lack of) consideration.
*though I’m sure that “defense” has been tried - somewhere
