Except that such carriers have repeatedly been used for those kinds of missions for decades - and nuclear carriers can produce prodigious amounts of potable water. They provide a floating airbase from which to carry out SAR - when local airports are damaged/destroyed, and can handle all manner of logistics, from maintaining air traffic control to bringing supplies ashore.

Their justified use in humanitarian aid is part and parcel of the carrier acquisition programs.
