It is my understanding that EMP was discovered by an above-ground test in the Pacific somewhere. It was an unexpected phenomonea, an accident, really. If a significant magnetic pulse had been part of the results of smaller, non-thermonuclear weapons, I would have thought that the effects would have noticed. The military had some kinds of electronic hardware even during the Second World War. I would have thought that it would have been noticed before it was.
