Honestly? I don’t understand how someone can hit something moving that fast that is that far away from below and blind a pilot.

Also…..normal light is a wave emanating outward from the source so the power decreases as a square function of the radius from the source and consequently one has to be very close to a regular light source to have ocular damage. However laser light is coherent meaning that the energy does not spread out in a normal wave pattern (like ripples on a pond) but only in one narrow direction. So the square of the distance decrease in power does not apply and the beam carries nearly its source wattage for quite a distance.
