They would (should) be fired in those cases too. Most police departments have a standing order, if you’ve even suspected of being high or drunk, they can make you do a urine test or a breathalyzer right there.

Not actively drunk (nor actively high), but have drank in excess the night before (on their own time). I have drank in excess (oh have I) and know the sluggish, wavy next morning feel. I have also smoked much on a night of debauchery and woke the next day with no feeling of lethargy or sluggishness. I would much rather that the driver/conductor/pilot had smoked a little weed last night than hammering the 7&7’s.
