You have to realize, in Trump’s simpleminded worldview, “Mexico” is a monolithic entity, comprised of the government, people, businesses, etc. of Mexico, that all act as a single unit. This is why he sees illegal immigration as “Mexico” sending people, and why he sees the trade deficit as “Mexico” taking our money, and why he thinks reducing the trade deficit is taking money back from “Mexico”.

In other words, “Brown Skin”.
