My wife has a question for Anymouse, since he knows all about the flag code.

She wants to know if the mayor of Annapolis needed the President’s permission to lower the city’s flags to half mast and if so, why?

Not to butt in, but I will anyway. I believe the mayor was asking the White House to lower the flags at federal installations.
