I think I’ve made my point abundantly clear, several times:

You can’t threaten people with death who are already under the threat of death. It really doesn’t work very well.

For thousands, tens of thousands, of years they managed to survive without depending on piracy and murder. Now you excuse it because it is more profitable than fishing or farming?

Death, or jail, can be translated into non profitable.
