I don’t see a problem with this. Maybe he’s cold blooded. Maybe it’s for security purposes (USSS don’t like their prinicipals walking around lightly clothed because it means they can’t be wrapped in kevlar and bullet resistant gear).
The bigger issue is the lack of direct interaction with the dog. Not so much as petting the dog. They were deathly afraid of the dog (Trump and Melania).
Is it possible that the handler said not to pet the dog? Sure, that’s possible - just as working dogs have rules for handling, that may be case here too.
