After, or during. It depends on the circumstance. The general rule is to stay inside. But anything can happen. It would be rather absurd to stay inside a building that’s on the verge of collapsing or in the midst of collapsing if you have an easy way to get out during the event.

It may sound absurd, but you’re not even probably going to make it outside the building if you start running the second that it starts, not if you’re in a building of any size. And it’s safer to be inside a collapsing building near an interior wall than it is to be directly outside that same building.
