Actually, I would prefer the imperfection of their plans to the imperfections of the plans of others. Those are administrative decisions (confirmation of promotions, tied to job slots), and well within the lines for civilian control of the military.

A military officer’s loyalty is to the Constitution, and it is better that that loyalty pass through an amorphous group, than a single person, on the way there. The President is the Commander-in-Chief, but to me it seems a good preventative for the creation of a cult of personality, or a ruling clique, checks and balances style.
