This is institutional racism. Property rights are for white Americans.

Even more than that its a lazy police force making itself look energetic. Actually making inroads against gang crime is difficult and dangerous, requiring the police to take some risks to their lives and careers. This pack has not been pushed to do that, so they are just going through the motions while the people they are supposed to protect suffer the consequences.
