Why not stickers?

Without saying who or where I wrote an application for a big government org that uses handheld optical scanners to read the license plate of vehicles to see if they have privileges to park in a particular structure / floor / space.

We started with trying barcodes and RFID. Problem was security - someone could get a hold of such a sticker and drive in a bomb. While the idea arises “Then you can just swap plates” we came up with a clever way to detect that.

But with what we wrote and deployed, there would be no need to place any special designation on the tag. But only there are only two orgs using our system although others are showing interest.
