Is there any clarification on what makes something ‘terrorism’ versus just, you know, a criminal act? Beyond brown people?

Serious question here - I’m not saying that what happened in Benghazi was or wasn’t terrorism, just trying to get a better handle on how these things are being defined in the media and in politics.
