You’re damn right it doesn’t appear logical. If classified material is already leaked out there, its out there period. You can’t unleak whats been leaked. That the Department of Homeland Security doesn’t understand that much about the internet makes me wonder what the hell they do, or even can do, to justify their existence.

Not to mention, they don’t seem to understand what “disclosure” means. Because it isn’t “viewing something thats already out there in public.”

If policy consistency now means sticking their heads up their rears, then I don’t feel like they can ensure the security of a popcorn cart, let alone “homeland.”

As DD just said, its about who can properly declassify material. Government employees are required to abjure read improperly disclosed material.
