One problem with Europe is that college-educated professional women are the ones with the lowest birthrates.

They do not ever enter the workforce until their mid-20’s and by the time they have established themselves in their careers, they do not have a lot of motivation to drop out and have babies, despite legally mandated three-year unpaid maternity leave.
