I’m confused by the claim that the trooper stopped him for a seat belt violation: How the hell could the trooper tell if he had a seat belt on or not?

The trooper was waiting to pull out of the gas station parking lot when the man pulled in, so as he passed slowly from only a few feet away the trooper could see he didn’t have his belt on.

The man explained to the officer while he was laying on the ground after being shot that he had removed his belt as he was pulling in.

1. You are not required to wear a belt on private property, only public roadways.

2. People often remove their belt when pulling in to a convenience store/gas station/restaurant/etc. because they plan on getting out seconds later.
