The premise is flawed. The question assumes facts not in evidence, it is exactly a “have you stopped beating your wife” question. Meaning the question is a leading bullshit question.

I’m not making light of battery, it’s actually a real turn of phrase about flawed premises.

Pretty clear that there is a very high cost to add the 50th employee. Really there is absolutely no doubt or dispute about that. The reconciliation bill attempted to partially address that concern by excluding the additional fines/taxes of the first 30 employees once you hit the 50 mark.
