The plan is to provide enough start up money to get a national co-op started, some or all of which will have to be paid back. The details would have to be worked out if a decision is made.

Under the Conrad plan, the taxpayers will be forced to fork over 4 billion dollars to create a system that will compete against private entities. I’ve yet to see any mention of repayment.
