Does the US have the ability to effectively project ground troops in any real number halfway around the world at the moment into yet another nation that is seriously in need of rebuilding?

We know where the pirate harbors are and where the boats are, but we let them have safe harbors. I don’t know where the nation building is a part of dealing with that.
