The simple guy that I am would think that someone not casting a vote would equal 0 vote - it doesn’t get counted as either a “yes” or a “no”.
Only those votes actually cast would be counted.
Exactly. If you don’t vote it’s your loss. Imagine applying this to regular voting? So candidate “A” gets 40,000 votes in State “X” yet candidate “B” gets 0 votes. However, there are 400,000 eligible voters in State “X”. Therefore since 400,000 - 40,000 = 360,000 candidate “B” wins! Weird.
