I’m actually jumping to a major conclusion here, but now that she is getting social security money, I’m thinking maybe she is going to pay him for whatever and that might be why he is allowing this. THis just seems really weird. At first I was thinking maybe I am a horrible meddler, but no, this is weird and creepy. But , like you have said, this is up to her so let it be.
